Amish Vanilla Pie

1/2 c. brown sugar, firmly packed
1 tbsp. flour
1/4 c. dark corn syrup
1 1/2 tsp. pure vanilla
1 egg, beaten
1 c. water
1 c. flour
1/2 c. brown sugar
1/2 tsp. cream of tartar
1/2 tsp. baking soda
1/8 tsp. salt
1/4 c. butter, softened
1 pie shell, unbaked

Combine 1/2 cup brown sugar, 1 tablespoon flour, corn syrup, vanilla, and egg in 2 quart saucepan. Slowly stir in water. Cook over medium heat, stirring constantly, until mixture comes to a boil. Let cool.
Combine 1 cup flour, 1/2 cup brown sugar, cream of tartar, baking soda, salt, and butter. Mix until crumbly.
Pour cooled mixture into pie shell, top with crumbs. Bake in moderate oven 350 degrees for 40 minutes or until golden brown.
